Community Work Incentives Coordinator Job at Maine Medical Center

Maine Medical Center’s Department of Vocational Services is growing with a new initiative to promote employment among individuals receiving Home and Community Based Services, funded by the Maine Department of Health and Human Services (DHHS) Office of Aging and Disability Services (OADS).
This Community Work Incentives Coordinator (CWIC) position will be dedicated to supporting HCBS participants and their supporters to understand how earning wages will (or will not!) affect their disability benefits and health insurance. Additionally, CWIC will work closely with specific HCBS partner agencies to increase their knowledge and comfort in supporting individuals they serve to increase earnings. The CWIC provides Work Incentives planning and assistance to SSI and/or SSDI recipients and beneficiaries with disabilities (and their families) to assist in their employment efforts. CWICs will also provide general information on the adequacy of health benefits coverage that may be offered by an employer; the extent to which other health benefits coverage may be available in coordination with Medicare and/or MaineCare; and the availability of protection and advocacy services for beneficiaries with disabilities and how to access such services. Efforts are conducted in coordination with Federal, State, private and non-profit organizations that serve individuals with disabilities. CWICs will conduct regular work incentives education sessions and community outreach to their designated service area. Services are provided statewide, travel is required.
Minimum Knowledge, Skills, and Abilities Required
- B.A. in rehabilitation or related field or a combination of education and relevant experience.
- Must be skilled in counseling techniques and have knowledge of the physical, psychological and socio-economic effects of disability and of cultural diversity. Includes the knowledge of terminology used to describe certain disabilities and awareness of cultural and political issues pertaining to various populations and disabilities.
- Requires knowledge of community resources, social service agencies and benefit programs. Includes understanding of the Social Security Administration system, benefits, and work incentives and working knowledge of resources available to assist people with disabilities to obtain employment.
- Must understand basic concepts of the Americans with Disabilities Act and other employment/disability legislation.
- Demonstrated technical writing ability specific to the rehabilitation field.
- Effective written and verbal communication skills necessary to contribute in a wide variety of collaborative team settings.
- Proven math and analytical skills, with an emphasis on problem solving.
- Demonstrated computer proficiency, including word processing and data entry.
- Proven analytical thinking and problem solving skills, including the ability to interpret Federal, State, and local laws, regulations, and administrative code about public benefits.
