Insurance Specialist II (Compliance Specialist)
Performs routine (journey-level) insurance work. Work involves the investigation of alleged violations of the Texas Labor Code ad Texas Administrative Code, including securing evidence, examining, investigating, reviewing and interpreting complaints, records, reports, information systems and management practices to ensure legal compliance with state statutes and agency rules; conducting audits for performance and legal compliance. May be cross trained for multiple functions within the section. Works under moderate supervision with limited latitude for the use of initiative and independent judgment.
This position:
- Investigates complaint referrals for compliance, documents findings and recommends enforcement actions.
- Conducts compliance/performance audits of Texas workers’ compensation system participants.
- Provides customer service and answers technical questions for system participants.
- Assists with special projects.
- Performs other duties as assigned.
This position requires:
- Sixty (60) college hours and
- One year of work experience.
- Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis.
Additional job details:
This position may be eligible for hybrid telecommuting. Employees must have a secure, dedicated workspace with Internet service, ability to maintain a reliable consistent work schedule, and be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.

- Researching databases.

This position requires demonstrated skill in:
- Problem solving, decision making and planning.
- Effective written and verbal communication.
- Using personal computers to enter and extract data from related systems and programs.
- Using MS Office software applications including Word, Excel, PowerPoint, Access, Outlook, SharePoint and Teams.
This position requires the demonstrated ability to:
- Learn the statutes and rules pertaining to workers’ compensation.
- Learn Generally Accepted Government Auditing Standards (GAGAS) for performing audits.
- Learn documentary evidence review principles for investigating complaints involving workers’ compensation medical and claims records and data.
- Research, interpret and apply the Texas Labor Code and Texas Administrative Code.
- Present data, policies and recommendations in a clear and concise manner.
- Manage and coordinate multiple tasks and priorities to meet necessary deadlines.
- Work independently on a variety of high level, complex administrative duties/issues and technical assignments.
- Apply critical thinking to analyze and solve work related problems and to interpret agency policies and regulations.
- Communicate professionally and effectively, both verbally and in writing, with all coworkers, management and the general public.
- Establish and maintain effective working relationships with both internal and external customers.
- Prepare clear, concise, complete and convincing correspondence, reports and other documents.
- Identify processes and areas for improvement and potential solutions.
