Position Summary: Under the general supervision of the Acute Care Services (ACS) Supervisor, partner with law enforcement, community service providers (behavioral health, substance use, medical, and other social services) and other first responders, to provide initial on-scene de-escalation, assessment, and clinical intervention, and secondary linkage to support and resources for individuals experiencing a behavioral health or substance use-related crisis. Provide outreach, referrals, and follow-up for community members affected by a behavioral health issue. This position will work alongside law enforcement as a co-responder providing a response to behavioral health calls in the community. Work hours may be non-standard workweeks and include weekend and holiday coverage.

Pay based on experience. Starting salary is $67,136.00.

Minimum Requirements:

  • Master’s Degree in social work, psychology, human services, or related field, licensed as an LPC, LMF, OR LCSW with one year of experience working with mentally ill individuals, OR a QTT in need of 3000 hours toward licensure as a LPC, LMFT, or LCSW
  • Knowledge of trauma informed care principles preferred.
  • Must have the ability to interact professionally with clients who may be challenging and psychiatrically unstable.
  • A valid Wisconsin driver’s license, available automobile, and automobile insurance are required.

Duties and Responsibilities of the Job: The following duties are normal for this position. These are not to be construed as exclusive or all‑inclusive. Other duties may be required and assigned as appropriate.

  • Respond to law enforcement-based calls in the community to provide triage, crisis intervention, assessment of mental health needs, resources, and linkage to community services.
  • Determines clinical disposition for individuals in crisis. Outcome may be diversion and safety planning or hospital admission. Assessment will determine behavioral health and/or substance use disorder issues. Team may provide transportation to and from emergency departments or treatment facilities as needed.
  • Respond to, assess, and follow-up on referrals from law enforcement, partnering agencies, and community members relating to individuals in need of behavioral health intervention or resources.
  • Initiate Chapter 51 and Chapter 55 actions when indicated and may coordinate admissions.
  • Services may include assessments and intervention of children, adolescents, adults, and families.
  • Develops crisis plan when necessary to support the individual.
  • When necessary, function as interim crisis case manager providing linkage and follow up and supportive services for new clients to determine level of need, and to provide support to mitigate future crises while case is in transition to other services. Crisis counseling services may be provided on a short-term basis to further support and to better identify if there are longer term and more intensive needs.
  • Works collaboratively with law enforcement, families, other county departments, schools, continuum of acute care services providers, and other community resources to coordinate appropriate crisis resolution and referral. This includes participating in patrol briefings, de-briefings, ride-alongs with officers, and proactive community outreach while accompanying law enforcement personnel.
  • Communicates pertinent information on a timely basis and participates in clinical case reviews, staffings, and/or treatment planning meetings.
  • Participates in relevant human services department and law enforcement trainings to ensure delivery of quality and effective services.
  • Completes concise and timely medical record documentation, which may include assessments, follow-up contacts, crisis plans, demographics, insurance providers, and financial information. Coordinates this information with the appropriate staff.
  • Master’s or Qualified Treatment Trainee (QTT) level staff will provide assessment, diagnosis, treatment planning, therapy, and case management when assigned under the supervision of licensed supervisor or designee.
  • Performs other duties as assigned, including responding to an emergency event.

Work Direction Received: Works under the general direction of the ACS Supervisor.

Decision Making: Decisions about the focus and direction of interventions and assessments utilized are made in collaboration with the individual/family, law enforcement, and community resources. Determines appropriate level of safety planning and/or treatment referrals, approves emergency detentions, and authorizes inpatient behavioral health/detoxification funding as a representative of the Health and Human Services Department. Other responsibilities and daily work priorities are made independently.

Interaction: There is significant interaction with consumers, law enforcement, hospital personnel, and other community partners. In addition, interaction with families, community agencies, schools, private practitioners, attorneys, judges, and the public-at-large may occur daily.

Essential Knowledge and Abilities: Exceptional telephone and communication skills are essential when working with the public. Ability to think critically and problem-solve while completing assessments and developing safety plans when appropriate. Basic computer skills required for documentation. Knowledge of community resources, mental illness, emotional disorders, substance use disorders, and risk assessment related to suicidal or homicidal thoughts. Knowledge of State, Federal and local laws, rules, and regulations affecting Crisis Intervention and Adult Protective Services. Ability to work effectively with a treatment team, communicate effectively orally and in writing, and interact with the public in a professional manner. Ability to complete paperwork within deadlines. Ability to complete orientation and training relative to crisis intervention within six months of hire. Able to fulfill physical demands of job, sensory demands (seeing and hearing), and cognitive demands (concentration, conceptualization, memorization).
