The Work You Will Do:


Organization: State Revolving Fund Management Program, Disbursements’ Unit within the Division of Water Restoration Assistance


The Government Operations Consultant III acts as backup for procurement of construction contractors and executed construction contract documents for compliance with appropriate financial assistance program requirements. Calculates, for each contract, amount allowable; reviews Disadvantaged Business Entity (DBE) documentation for compliance with program directives and federal requirements for DBE participation. Prepares and submits DBE reports to the Environmental Protection Agency. Formulates recommendations to solve problems related to project sponsor compliance with procurement reviews and compliance. Consults with local government representatives and their consultants on construction contract issues; advises them on program rules and policies. Prepares federal reports and submits them timely.

Pay:

Pay for this position will be $45,848.06 (commensurate with experience)


Your Specific Responsibilities:


Reviews financial assistance disbursement/repayment requests. This includes reviewing requests for mathematical accuracy, proper documentation of costs, compliance with program regulations and agreements, preparing disbursement/payment authorizations forms, and maintaining disbursement spreadsheets for individual projects. Uses spreadsheet software and database to complete disbursements. Prepares and compiles correspondence and memoranda, and maintains files in OCULUS. Stays abreast of changes in policies and procedures.


Responds to requests from auditors and sponsors for financial statements for auditors. Acts as grant manager for assigned projects. Reviews documents for assigned grant projects to ensure compliance with state requirements. Consults with state officials and their consultants on grant issues; advises them on grant policies and procedures. Reviews and approves requests for reimbursement and ensures all deliverables are received. Acts as backup for posting repayments and disbursements to the database.


Provides technical assistance for projects requiring section expertise, as assigned by supervisor, and performs other related duties.


Required Knowledge, Skills, and Abilities:

Minimum Qualifications:

  • A bachelor’s degree or higher from an accredited college or university or four years of relevant work experience.
  • Excellent communication and people skills.
  • Excellent organization and time management skills.
  • Proficiency with Microsoft Suite.

Preferred Qualifications:

  • Bachelor’s degree in business/finance management.
  • Experience reconciling accounts.
