GENERAL POSITION SUMMARY:

IRCO’s Multnomah Stability Initiative (MSI) provides culturally appropriate self-sufficiency services to engage low-income households in ways that foster hope, leadership, and community so they can avoid crisis, achieve stability, and reach prosperity. The Housing Stability Specialist will provide case management services by assisting program participants in working on a set of goals related to their self-sufficiency. Staff will also assist participants in meeting their housing and social service needs, determining eligibility for housing funds, communicating with landlords, and completing paperwork and case notes related to the accurate and timely administration of rental funds.

The MSI enrolled participants will also receive Career Coaching services. Career Coaching services through A Home for Everyone Program are available to those who are houseless/housing insecure. Career Coach staff provides skills coaching, career exploration, and career plan development for targeted industries with the goal of securing career track employment and livable wages. The Career Coach will provide services needed throughout the program, long-term guidance and coaching for participants as they work through a career plan including progression through training and into employment. The Career Coach will work with other project partners and IRCO programs to provide resources. The program is funded through Worksystems and the A Home for Everyone initiative.

MSI ESSENTIAL FUNCTIONS:

· Assessing potential client program eligibility

· Meeting individually with clients in a case management setting to help them define, work towards and reach their goals related to housing.

· Maintaining case files

· Entering data into Multnomah County’s Service Point data system

· Entering data into IRCO ETO data system

· Distributing assistance funds to client’s landlords or utility companies

· Referring clients to other sources of assistance to help them reach their goals.

· Providing case management, including recruitment, screening, assessment, provision of case management services

· Completing case management paperwork

CAREER COACH ESSENTIAL FUNCTIONS:

· Provide ongoing outreach and recruitment of housing insecure low-income, culturally, and geographically diverse immigrants, refugees, and the community at large facing barriers to employment who reside throughout the Multnomah County.

· Engage participants in Career Mapping to identify strengths, gifts, and capacities, develop goals and concrete strategies for addressing barriers to employment. Develop these strategies into a career plan that incorporates WorkSource Portland Metro Center services and other community resources to address barriers.

· Learn about and apply services available to homeless and/or unstably housed in Multnomah County

· Prepare quarterly report of services based on data entry and program activities.

· Provide continuous and enhanced life skills training, soft skill development and career coaching to help participants build employability and life skills.

· Engage participants in job readiness activities that will address barriers to employment.

· Link eligible and ready clients to other IRCO resources and partner resources.

· Provide ongoing job search and placement support.

· Provide retention and advancement support once participant has entered employment.

· Provide resource information for tutoring during occupational training.

· Open communication with key partners and employers on participant’s activities, progress and challenges through established systems, phone calls, emails, and regular meetings

· Maintain accurate records, data tracking and narratives to reflect project activities.

SECONDARY FUNCTIONS:

· Attending trainings and meetings conducted as part of the Multnomah County Stability Initiative system and A Home for Everyone

· Participate in staff meetings, trainings, and committees to support Housing Stability Program and agency’s goals.

· Interacting with staff in other IRCO programs and community partners, and referring clients to these parties

JOB SPECIFIC QUALIFICATIONS:

· Ability to deal with distressed and/or demanding customers and employees in an effective manner.

· Must have excellent grammar, spelling and writing skills.

· Must be punctual, maintain a good attendance record, and be able to work flexible hours to meet the availability of participants and customers.

· Able to use basic office equipment, telephone, copier, fax machine, and personal computer.

· Ability to sit, stand, walk, drive, talk on the telephone and/or use PC for long periods of time.

· Must possess a valid driver's license and verification of current auto-insurance, and have full use of automobile during work hours.

KNOWLEDGE:

Education: Bachelor's Degree (4); or Some College (2) + combination of relevant experience

Experience: 1-2 years of experience is required (3)

Licensure, Certification:

Additional Language Required: English Required, 2nd language preferred.

Computers: All positions at IRCO require use of a computer and experience working with Microsoft Products including but not limited to Microsoft 365, Excel, Word, Outlook and PowerPoint. In addition, this position specifically requires:
