Position: Employee and Labor Relations Specialist
Location: Remote / DC
Important Note: This position is a part-time, non-exempt position working a minimum of 32 hours per week
Job Duties and Responsibilities:
· Serve as consultant and adviser to management officials on employee and labor relations issues.
· Provide expert advice and guidance on employee misconduct and performance issues, which includes case analysis, file documentation and preparation of disciplinary and adverse action letters, as well as research of applicable laws, regulations, rules, executive orders, DoED policies, and MSPB case decisions.
· Provide advice and guidance regarding issues concerning injury compensation, Family Medical Leave Act (FMLA), Reasonable Accommodation, American with Disabilities Act (ADA), allegations of discrimination, conflict resolution, as well as DoED policies and Department of Labor laws and regulations.
· Provide expert advice and guidance to management officials on all labor relations matters such as: contractual grievances, unfair labor practice charges, representation issues, arbitration cases, and bargaining unit status of employees.
· Compose management proposals
· Develop management's bargaining objectives and strategies
· Influences management's position in negotiations
· Advises and/or trains and prepares management team members on how to effectively deal with unions and the labor negotiations process including negotiating techniques; provisions of laws, regulations, rules, and executive orders; DoED policies; applicable labor agreements (both local and national), and FLRA.
Required Skills, Experience, and Qualifications:
· Bachelor's Degree
· 15 years of Federal sector experience in employee and labor relations

Salary: $35.00 - $45.00 per hour
