General Description:
Performs difficult advanced technical work directing, planning, and overseeing Public Works operations, responding to resident questions and concerns, reviewing and assigning work orders, preparing and monitoring budget, maintaining files and records, preparing reports, and related work as apparent or assigned. Work is performed under the general direction of the Assistant Director of Public Works. Continuous supervision is exercised over all personnel within the department.
Essential Functions/Typical Tasks:
- Supervises operations this includes but is not limited to the Refuse/Recycling Department, and Transfer Station Operation and other departments as assigned by the Assistant Director.
- Receives, investigates and responds to citizen inquires and complaints.
- Prepares monthly and yearly reports for Ohio EPA and Ohio Attorney General for Transfer Station and Compost Facility.
- Reviews, assigns and completes Work Orders and Reports including preparing reports on the work force operations and work orders and preparing accident/incident reports; establishes deadlines; approves all vacation time.
- Reviews, Analyzes and issues employee discipline in accordance with Collective Bargaining Agreement.
- Reviews, analyzes and prepares Yearly Purchase Orders and all Requisitions and Purchase Order Changes; prepares and reviews all Bid Spec and Request for Proposals (RFP’s);
- Assists with the preparation and maintenance of budget and annual capital costs;
- Solicits grant funding;
- Attend various Committee and Council Meetings.
- Manage projects as assigned by the Director. Work will include conducting project meetings, directing contractors, inspecting work for quality, assuring adherence to contract specifications, responding to RFI’s and approving quantities and invoices for payment.
Required Knowledge, Skills and Abilities:
Thorough knowledge of materials, methods and practices essential to maintenance and repair of sewers, Refuse and Recycling Collection and related facilities; thorough knowledge of the maintenance methods and practices as applied to street construction, maintenance and repair; thorough knowledge of applicable state, federal and local ordinances, codes, laws, rules and regulations, legislative issues and City policies and procedures; thorough knowledge of the principles and practices of automotive repair shop management; thorough knowledge of work zone safety; thorough knowledge of the characteristics, maintenance needs, safety precautions and hazards associated with maintaining a wide variety of automotive and mechanical equipment. .
Strong computer skills required in personal computers, associated software packages, hardware, and peripheral equipment.
Ability to read engineering plans; ability to plan, direct, supervise and evaluate the work of subordinates; ability to apply computer skills applicable to specific job assignment; ability to express technical ideas effectively both orally and in writing ability to establish and maintain effective working relationships with contractors, associates, City officials, and the general public.
Education and Experience:
Associates/Technical degree with coursework in business management or construction management. Considerable field experience in construction or public works operations. Employee and construction management with supervisory experience, or equivalent combination of education and experience. Experience in grant applications a plus.
Physical Requirements:
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires standing, walking, sitting, speaking or hearing and reaching with hands and arms, frequently requires using hands to finger, handle or feel, climbing or balancing, pushing or pulling and repetitive motions and occasionally requires stooping, kneeling, crouching or crawling and tasting or smelling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arms-length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles and exposure to the risk of electrical shock; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
Special Requirements:
Valid driver's license in the State of Ohio.
