A Surveillance Systems Subject Matter Expert (SME) shall at a minimum:

  • Identify, elevate, manage, and resolve issues that negatively surveillance system detection capability
  • Provide the assistance necessary to investigate, evaluate, and analyze surveillance system performance, including associated interface equipment, data processors, and communications components
  • Monitor DA system performance and analyze trends using established qualitative and quantitative measures
  • Prepare written reports and provide briefings and recommendations to senior leaders regarding surveillance system performance and related issues.
  • Assist in developing mitigation strategies for radio frequency interference (e. g., wind turbines & Radio Navigation Satellite Service [RNSS])
  • Coordinate with interagency and interdepartmental partners to facilitate cooperative resolutions of surveillance system-related issues
  • Support system acquisitions, optimizations, & Command and Control (C2) integration efforts and activities.
  • Plan, execute, and analyze statistical studies
  • Characterize proposed emerging technologies and make recommendations based on observations
  • Conduct Schedule Risk Analysis (SRA), Critical Path Analysis, and other associated schedule analysis activities
  • Design and develop measures of performance and measures of effectiveness
  • Conduct research; perform qualitative and quantitative analysis, evaluate, and interpret complex data
  • Assist in reclamation and deactivation planning and execution
  • Perform trade-off analysis, and make recommendations for deviations to approved plans
  • Evaluate technical and programmatic aspects of vendor responses to Requests for Information (RFI) and Requests for Proposal (RFP) and provide recommendations
  • Represent DASA to other organizations, including functional counterparts such as DHS Science & Technology, other federal agencies, industry partners, and academia
  • Prepare and deliver high-level briefings and presentations
  • Prepare other documentation (general correspondence, memorandums, reports, standard operating procedures, agendas, emails, briefings, etc.)
  • Perform other related surveillance system tasks as directed in support of the program


A Master’s degree (MA/MS) is required and preferred to be in STEM or a similar field. Advanced degrees and professional certifications (i.e. CPA, CFA, PMP, Data Programming) are not required but highly encouraged. Candidates should have a minimum of five (5) years of professional experience performing surveillance systems duties and proven technical abilities to work in the referenced platforms.
