VP, Telephone Regulatory Job at Spectrum
JOB SUMMARY
The VP Telephone Regulatory provides leadership, regulatory guidance, and support – with a focus on state and federal regulatory compliance – to Charter’s competitive wireline and wireless voice stakeholders. This position works closely with the legal/regulatory members of the team, Government Affairs and our stakeholders, including Product, Finance/Tax, Marketing, Engineering, IT, Customer Services/Operations, Circuit Operations, Field Operations and Training. This position also coordinates research and regulatory input into the company’s advocacy before federal/state regulatory commissions and legislatures. The VP Telephone Regulatory may also provide testimony on behalf of the Company, when needed. Prior experience with wireline and Voice over Internet Protocol (VoIP) competitive voice regulation and legislation is essential; wireless experience is a plus. This is a supervisory position of a highly-qualified team of regulatory professionals (e.g., Sr. Legal Admin, Regulatory Specialists, Managers, Directors and Sr. Directors).
MAJOR DUTIES AND RESPONSIBILITIES
Actively and consistently support all efforts to simplify and enhance the customer experience
Review and provide comments on state and federal voice legislation and regulations, prior to and following enactment
Manage internal compliance with state and federal telecom/VoIP regulations and legislation, including regular compliance reviews by team members
Collaborate with internal stakeholders to summarize business impacts from new and evolving state and federal telecom/VolP regulations and legislation
Work effectively with internal stakeholders to provide timely and accurate regulatory compliance guidance
Coordinate effectively with legal counsel (in-house and external) to acquire and provide compliance guidance with federal and state telecom/VolP requirements
Supervise, coach and develop regulatory subject-matter experts
Oversee state and federal regulatory reporting, Government Subsidized Programs compliance, Product input, tariff/price guide development, state and federal outage reporting, 911/988 compliance, number administration, carrier relations and industry regulatory participation
Perform and coordinate regulatory research and analysis, as needed
Perform other related duties, as requested
REQUIRED QUALIFICATIONS
Ability to read, write, speak and understand English proficiently
Ability to communicate in a public forum and perform business negotiations, if needed
Ability to communicate effectively, orally and in writing, in a clear and straightforward manner, with all levels of organization
Ability to handle multiple projects and tasks effectively
Ability to maintain confidentiality
Ability to communicate effectively with utility commission staff in the performance of job duties
Ability to prioritize and organize effectively
Ability to demonstrate sound judgment and initiative in accomplishing job duties
Knowledge of federal and state telecom and VoIP regulations and issues
Knowledge of wireline and wireless telecom products and services
PC Proficiency including MS Outlook, Word, Excel and PowerPoint
Education
Bachelor's degree in business or related field
Master's degree (or equivalent) a plus
Related Work Experience / Number of Years
Wireline/wireless telecom regulatory work experience - 15+
Supervisory experience of telecom professionals - 10+
Prior wireless experience a plus

The pay for this position has a salary range of $174,300.00 to $290,300.00. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience and location. Also, certain positions are eligible for additional forms of compensation such as bonuses.
